Private or rented accommodation

It’s the householder’s responsibility to complete the census.

The householder is a person who usually lives at this address, and on their own or with someone else:

  • owns or rents the accommodation, or
  • pays the household bills and expenses

Still not sure? The following advice will help you understand who should complete the form.

If the landlord lives here

The landlord and tenants who pay bills are all householders. One of you will need to complete the accommodation questions, but each tenant can complete their own individual questions.

If you live here but your landlord doesn’t

The tenant or tenants who pay the bills for the household should complete the form. This could be you, someone else, or everyone who lives here.

One person will need to take responsibility for answering the questions about the home, but each tenant can complete their own individual questions.
