Care homes, student halls and other establishments : I live in an establishment

This advice is for residents of managed residential accommodation.

What type of establishment do you live in?

Do I have to fill in a census form here?

You should fill in an individual questionnaire here if you’re a:

  • UK resident who lives or plans to stay at the establishment for six months or more
  • UK resident staying in the establishment overnight on Sunday 21 March 2021 and you have no usual residence elsewhere
  • non-UK resident who lives or plans to stay in the UK for over three months and you have no other permanent UK address

If you’re staying in the establishment overnight on Sunday 21 March 2021 and none of these apply, you’re considered to be a visitor. The census counts visitors to establishments but asks no questions about them.

What is a visitor?

A visitor is a person staying overnight at an address on 21 March 2021 where they do not usually live.

A person should be counted as a visitor if:

  • they’re from outside the UK and have stayed, or intend to stay, in the UK for less than three months, or
  • they’re staying overnight on 21 March 2021 at a communal establishment but they live elsewhere in the UK
